The Little Rock School District Board
of Directors voted last night to authorize its legal counsel to file an appeal
of Federal District Judge D. Price Marshall Jr.'s January 17 order, which held
that the opening and expansion of open-enrollment public charter schools in
Pulaski County did not violate the 1989 Settlement Agreement among the State
and three Pulaski County school districts concerning magnet school programs and
interdistrict majority-to-minority transfer programs. The appeal would be to
the 8th Circuit Court of Appeals in St. Louis. The District must notify the
Court of Appeals by Monday of its intent to appeal. A link to a full story on
